Expert (knowledge-based) systems for disaster management

Systèmes expert (à base de connaissance) pour la gestion des catastrophes

J.M. Tacnet

Résumé

Several times a year, the world suffers from natural hazards that present different origins and appearances. They may be geological hazards such as avalanche, earthquake or volcanic eruptions, hydrological hazards such as flood or tsunami, or climatic and atmospheric hazards such as cyclonic storm or tornado. Disaster management consists in coping with these major crises by planning, arranging and controlling activities and resources in order to minimize the impact of these inherently uncertain and catastrophic phenomena. As any decision situation, disaster management requires to get and use information for decision making. Expert systems but also Information systems are therefore essential tools to provide real-time information and help decision at the different crisis and disaster management phases.
