Résumé

The TWISTER project (Terrestrial Wireless Infrastructure integrated with Satellite Telecommunications for E-Rural) is an Integrated Project for the validation and the deployment of broadband networks by satellite in the rural area in Europe. This 3 years program, started on 2004 February 1, deals with the deployment and the validation through Europe (Spain, France, Poland, Greece, Malta...), of innovative applications adapted to the rural needs in the domains of agriculture, education, community services, health care and the e-businesses. EADS Astrium, is the Twister's consortium coordinator. Satellite telecommunications systems integrated with terrestrial wireless networks (Wi-Fi networks) are deployed. Cemagref coordinates the deployment of the agriculture and the environment applications in France on three experimental pilot sites. Presently, as ADSL is not yet available in many rural areas, many farmers cannot benefit from sophisticated internet solutions. In addition, farmers can also require an internet connection for working on their farm, in the fields or in the sheds, without any link to the farm network. Among various experiments providing some solutions to these specific needs, this documents reports several applications where the requirements in communication rates are particularly interesting. For all experimental sites, the first application is the graphic land register necessary for the Common Agriculture Policy. Another application is based on the monitoring of irrigation pivots installations. An ad-hoc Wi-Fi network enables the farmer to receive in real time the position of each irrigation pivot system and feed a decision system optimizing the water management. The last application is a livestock remote monitoring by means of a Wi-Fi webcam. For theses applications, the technical setting up, the using and the farmer's satisfaction are presented.
